Crazy dream...

(Excuse the grammatical errors just wrote this down as soon as I woke up so that I won't forget it)

Water pressure goes down in all houses. Government (?) Installs water "regulators". Water becomes scarce. Everyone is told to move to large mall like building in order to receive proper water supply. Everyone within the city moves into this building only bringing the clothes they are wearing and pajamas. Now I am searching for my little brother throughout this huge complex and he is no where to be found.

On the PA system you can hear a voice that specifies that all males go to one section of this building and females go to the other
I continue searching the several levels of this building
A friend of mine provides me with a fake set of VIP passes that makes it seem like I work for the people organizing this thing
I check all the levels starting from the basement up to the top floor and still I can't find my brother (some of the building is underground and there are several floors as if in Eaton’s center that needed to be searched)
While in the basement some other "helper" tries to help me find my brother but instead we find family portraits of my own vandalized or contorted with other faces placed on top to keep from identifying my brother
My mother calls intermittently to check up and see if I've found him yet.
I am currently in the female section of the building but in the top levels of the building and I run and jump over a large spacing between platforms much like from one side of a mall to another and I can see all the male population below me segregated from the females
I land safely despite the huge drop in the levels and I continue on to my search
I follow a group of young girls being escorted to the higher levels of the male section as if to be relocated but then I find myself surrounded by people who I innately can tell are far better off then the majority of the population below in the lower levels
I continue my search for my little brother and I end up running in to 3 friends Ben JP and an unidentifiable third person. We end up sitting by one window on the top levels and joking around
I then see Jaimie outside the window with two other girls just talking, when she sees me. They joke around with the mushroom-like structures coming out of the roof that they are sitting on outside my window. Creating sexual innuendos the girls and my buddies just end up have fun joking around
In the midst of this a tower springs up behind my friends and the sounds of a camera is heard about to go online
It was a watchtower that would spin 360 degrees to catch delinquents
So I tell my friends to run while they can
We get away but we are then split up
From there I continue on my search for my brother again and use the VIP pass to get around safely
Somehow It has become day and I am pretty sure I passed out because I never saw the sunrise
The whole search for my brother took place in the late afternoon/evening
I continue my search and it seems like I have made it outdoors into a small neighborhood, which seems to be eerily quiet so I begin to look around
I run into a woman who then tells me that a tragedy has happened
Everyone that was in that building that I was in last night has been killed.
Unwilling to believe this I run towards the site of the building and find that there is only concrete where it once was. Due to it being underground the only thing you can tell is that there is no more lower levels and everyone down there had been sealed in (note: I only checked the male section as I believe that the female section was saved to repopulate after this genocide)
I then mourn the loss of my brother, blaming myself for joking around with my friends instead of looking for him.
I try to come to terms with this and walk around the neighborhood near the building trying to find a way to help anyone and trying to get some survivors out because there is no way they had enough cement to fill in the massive building, they must have just sealed them in by putting in cement on the upper levels
I then hear a faint cry for help, hoping it is a way to save my brother I run to find it and find a little sewer tunnel.
a woman walks by with her little child and gives me a dirty look as I try to open the sewer tunnel.
I open it but find no body just water and a voice then speaks out and tells me, "They used the elements (water/fire) to segregate everyone. They took it away and then claimed refuge in their facilities. It was then that they killed us. "
Distraught I break down right next to the hole until I hear police sirens approaching. Knowing that it was THEM. I begin to run and throughout this whole dream I somehow can do parkour/Jackie-Chan stunts and so I easily evade the police out of this area of the neighborhood by jumping over a tall metal fence and running away.
I then find more police cars are coming so I run behind a house but it seems that they've found me and begin to pursue me.
Again I run and use my free running skills to scale a large wall out of a dead end, which hinders the cops, and I get away.
I then decide that at this point there is only one thing I can do and that's to figure out how this all happened and bring justice for my brother’s death and the death of several others.
